Housing Insecurity and Homelessness:
Advocacy Toolkit

What is this?

A webpage detailing advocacy organizations and bills they are supporting in the upcoming legislative cycle to address housing insecurity.

Who is this for?

Christians and churches engaged in learning and service work who want to organize themselves to address housing injustice through structural means, like policy.

How do I use this?

Churches and their members could explore these organizations and bills together to see how best their congregations can support advocacy efforts for affordable housing in their local communities. This could be through writing to their representatives to cosponsor the bill, attending legislative briefings, or even organizing church members to offer testimony at hearings, putting a personal face behind the sea of people who are affected by housing insecurity.

Massachusetts Coalition for the Homeless

Massachusetts Coalition for the Homeless have created an extensive database of housing-related bills they are supporting in the upcoming session. You can inform yourself about each bill through a helpful one-pager, fill out a form to endorse the bill as an organization and get updates about the status of the bill.

The Massachusetts Black and Latino Caucus

The Massachusetts Black and Latino Caucus is a group of Massachusetts state legislators committed to the flourishing of communities of color in the Commonwealth. They consider the needs of Black and Latino residents in their communities, identifying and supporting legislation they believe will lead to such flourishing. One of their top ten priorities is: Addressing the Housing Shortage through Equity and Removing Red Tape. It reads on their website: “We support innovative, equity-centered solutions to expand affordable housing options across Massachusetts. This includes removing restrictive zoning, supporting ADU [accessory dwelling unit] development, and ensuring climate-resilient affordable housing investments reach the communities that need them most.”

They have identified three bills related to this legislative priority:

H1572/S962: An Act to promote Yes in My Back Yard

H1482/S969: An Act to establish an accessory dwelling unit trust fund

H3194/S1973: An Act relative to affordable housing and environmental adaptation dollars

Greater Boston Interfaith Organization

From 2021 to 2024, Greater Boston Interfaith Organization (GBIO) led a multi-coalition housing justice campaign that resulted in the passing of the Affordable Homes Act in Massachusetts. You can read a fact sheet about the act here. Reporting on the act, GBIO reported that the act approved a $113 million operating budget for state housing authorities and $2.2 billion was released for public housing repair. But there is more to be done. GBIO identifies that funds need to be increased for rental assistance for returning citizens, policies implemented that would “tax high-value property sales and divert the funds to affordable housing trusts,” as well as guaranteeing IDs for previously incarcerated people to make their transition into stable housing smoother.

To explore the possibility of your congregation becoming a member of GBIO, you can view their website here.

Abundant Housing MA

Abundant Housing MA is a pro-housing advocacy organization. Their mission is to “stand up for abundant housing for all in communities across Massachusetts.” They do this by building local organizing power to create a statewide network that pushes for policy that will lead to affordable and abundant housing in the state. This legislative season (2025-26), they have identified several legislative priorities. This means they have identified bills that if passed into law will have a positive impact on housing in Massachusetts, increasing access to safe and affordable shelter for a wider range of residents. We encourage readers of this page to explore these legislative campaigns and call their senators and representatives to sponsor and support the bills.

Episcopal City Mission

Episcopal City Mission works to bring about racial and economic justice in Massachusetts, focusing on organizing Episcopalians to be advocates and providing funding for BIPOC-led justice initiatives. In the wake of their 25-26 Season of Advocacy, they developed toolkits mobilizing faith-based communities to advocate for policy to address systemic injustice. One toolkit was created to support An Act Enabling Cities and Towns to Stabilize Rents and Protect Tenants. You can find the toolkit here and even endorse the bill as a church.
